What often makes 3-card poker such a "winnable" game is that the dealer needs to have at least a queen-high to qualify. If he fails to get this, then you get even money (1 to1) on your original wager, regardless of what cards you have, as long as you don't fold.
The Basic 3-Card Poker Strategy
Now, let's take a look at exactly what a "queen-6-4 or better" means. In any poker-based game, hands are scored first according to the highest card, then the second, then the third, and so on if there are more. So, would a queen-7-3 beat a queen-6-4? Yes. The queens tie, so the second-highest cards are used to break the tie. The 7 is higher than the 6, so the first hand wins. The third card does not matter because the hand was resolved by the second card.
Many times people think they should raise on any queen or better, in effect, mimicking the dealer. This is not a bad strategy, but you will probably win less with it than you would with the optimal three-card poker strategy above.
